Like the title said,  do i need the SetPoint program for my Logitech G700

You need it for most features, including configuring the buttons or setting the acceleration.

I've used my G700 without Setpoint loaded, but it's a tad wonky and I'd not recommend it if you want to get the most out of your expensive gaming mouse.

Then....do i have to have it turn on , if i want to use all the settings on my mouse ? Because i didnt set it " ON BOARD MEMORY " i save all the settings on the program.

LIke my G510 , if i disable the program from startup or i exit it , my keyboard macros all will not function , same goes for its LCD screen

Yes, you need Setpoint to use all of the features of the G700.

you only need it to program the mouse, since the mouse has onboard memory it will retain the settings after you uninstall it. but if you leave it unplugged and without battery for awhile, it will loose it's memory and reset to default again
