Delta Zero Sensor is an additional technology embedded on Logitech G-Series mice. It features optimized cursor control which accurately responds to hand movements. The G400s sensor is different from a G400 in a way that additional implementation of technology has been added on its optical sensor for improved performance.

What exactly does 'accurately responding to hand movements" mean? How is it different to the previous g400? Is it a form of prediction/angle snapping? It is a form of acceleration? It seems like adding a feature that effects sensor movement could impact muscle memory and change the consistency of the mouse.

from what I've read they added some cursor smoothing feature. The mouse doesn't have angle-snapping, but this new feature is going to take some getting used to compared to the g400. Maybe not the best choice if you're playing twitch FPS like csgo.
