Don't want remote to turn on my PVR

Hi,
I have a Topfield PVR which is slightly defective - it won't respond to the remote (neither the Harmony nor the original Topfield remote) to turn the unit ON. Everything else (including turning the unit off) works OK with the remote.
What I want to be able to do when I watch TV, is to turn the PVR on manually by pressing the standby button on the unit, and then select the 'Watch TV' activiy on the Harmony to do everything else - turn on the TV and manage all of the usual remote functions. But it looks like the Harmony will always try to turn on all of the devices in use by the activity. Because the PVR is already on, and the PVR only has a power toggle option, the Harmony turns the PVR OFF.
I know I could just start the Watch TV activity, and then manually turn on the PVR - that works. But the rest of my family keep doing it in the wrong order (turn PVR on and then start the activity).
I do want everything to be turned off again when I turn off the remote.
Is there a way around this? Ideally, I want to program the Harmony to not turn the PVR on at the start of the activity, but I can't seem to do it.

Of course I just solved my own problem... I just told the Harmony that my PVR had no power on/off, so it won't try to turn it on, and then at the end of the Watch TV activity, I send a power toggle command to the PVR.

You'd be better to specify that it has one command for On and another for Off, specifying "none" for On and the Toggle for Off.
