Harmony Remotes - Programming

I have a Panasonic 52" RD LCD HDTV, a Motorola HDTV PVR Cable Box, and a Panasonic SC-HT940 Home Theatre in a Box system. The Harmony 520 turns on the TV and cable box perfectly fine but it seems to have problems turning on the HTIB. It never turns it on unless I use help to turn it on and it takes help anywhere from 5-20 tries for it to turn the HTIB on. I tried readding the HTIB, changing the delays, etc. but nothing works

Try re-learning the PowerOn command for the Panasonic Device at "More options" -> "Learn infrared commands" from your original remote.

If that doesn't work then try re-learning the PowerOn command in RAW mode (by selecting the "Custom" button at the bottom of the above page).

If that doesn't work then try increasing the number of repeats at "Troublshoot" -> "Show me more problems" -> "[Device] doesn't appear to receive every command correctly." -> "The device responds to some commands occasionally".
