Harmony Remotes - Programming

When I am in the List mode the directional buttons (up, down, left, right) do not seem to respond.  When I view the guide or any other portion of the cable box the directional buttons work flawlessly.  This actually just started happening about 2 months ago.  Have tried everything from manually learning the IR commands to reseting the cable box.  PLEASE HELP!!!!!
