I would like to contribute my findings.
Problems encountered:
1. Require to press 2 times to "Watch Apple TV" under Activity in order to kick in that mode (The actual problem was my Hitachi Plasma does not switch to HDMI input)
2. Apple TV refuse to power off when switch to other "Activity" or "Power Off" button is pressed. The "white light" on the Apple TV blinks but doesn't disappear.
Resolution:
1. Do not use the name "Apple TV" under Device. By naming otherwise, I resolve this issue (Logitech, pls look into this!)
2. When Apple TV device is created, Logitech's defaults the power settings as follows:
Power On Settings:
Play 6500ms
Power Off Settings:
Menu 2000ms
Play 5000ms
The correct settings should be as follows, as I found out:
Power On Settings:
Select 100ms
Power Off Settings:
Menu 1000ms
Select 3000ms
Thanks to everyone on this thread who gave the hint on the setting parameters.
Good luck!
Thank you.

The Apple TV "refuses" to power off because you aren't supposed to turn it off. I haven't been able to figure out why people who actually own an ATV haven't figured out yet that there is no OFF button. Anywhere. You can put it in standby, but you don't turn it off.
Perpetuating this with Logitech might be the big reason for all these problems with the ATV.
