900 - Control volume through TV not working

Setting up a refurb 900 for my parents.  I have one so I am fairly familiar with the set up. 

 

They want all the components, including the TV, to be controlled by RF.

 

The TV (Toshiba 55TL515U) turns on/off and is set to the appropriate input when an activity is chosen.  The volume is set to be control through the TV since they do not have an external speaker system.  That is the problem though.  There is no response from the TV when the volume up or down is pressed.  The blaster seems to be receiving the signal since one light flashes when either volume button is pressed.  I have tried learning the volume straight from the original remote, but still nothing.

 

I then changed the setting of how the TV is control to IR instead of RF.  Under that setting the volume works fine.  

 

So trying to figure out why the TV will not respond to the volume when set to RF.

Where is the Blaster located in regards to the TV?

The Blaster located just over a foot from the TV.  I think the TV is responding to the Blaster since it responds to other commands from the remote.  Just not the volume.

Install the firmware again on the remote, and when it goes thru it will ask you to update your balster, that will apply the new firmware on it again, also check the button mapping to make sure the buttons are assigned correctly, even thought it is working in IR mode, try putting the vol up and dwn on the screen and testing it that way as well just so we can get a baseline of what exactly is going on, let me know how that goes
