I know this is an old thread, but thought I'd shead some light for those that don't know;

When you select a device, it asks you what it is. In my case, just now, I added an open sat box and although I added it as a PVR, it picked it up automatically as a Satellite Box.

Sounds simple right?

Only, you cannot add it as a PVR or it will say 'Non of your devices can change channels'; this is because Harmony cannot see a PVR. You have to set the activity as a basic antenna, cable box etc. to get round it.

Regardless of the device type you choose, when the codes were put on the database, if they were listed as a different type of device, that's what Harmony will pick it up as, so when you select what you want and there's a device-type conflict, you will get this error message.
