Try increasing the Inter-device delay for he sound bar. With the 650, this is done on the remote by holding the Help button for 5 seconds to get to the advanced setting area;

The power on delay has nothing to do with your problem, all that does is tells the device how long it has to wait after powering on before it is ready to accept a command, usually an input command. Are you sure that you don't have the device set to be always on in the setup? If that was the case no power on or power off, or power toggle command would ever be sent.

Are you using the stand alone 7.7 software or the myHarmony.com site to program your 650?

In the 7.7 software go to Devices, Your Sound Bar, Settings, Adjust Power. Be sure that it is set to "I want to turn this device off when not in use" In MyHarmony go to Devices, Your Sound Bar, Change Device Settings, Power Settings, Be sure that either the first or second is selected, depending on your devices power commands available in the database, either one button for both on and off, or one button for on and another button for off. On the next screen be sure that the power commands or command is selected

No they are 2 completely different setup methods, the 7.7 software is a stand alone software which requires access to the web and the MyHarmony.com is a web based setup. The 7.7 software can be downloaded here and requires a new user account, and your settings from MyHarmony cannot be transfered to the 7.7 software.
