Harmony Remotes

The software will not do anything with the remote unless I take the battery and start it in Safe Mode.  Once in Safe Mood I can begin the update but it always wants to upgrade firmware from 4.0 to 4.9.  It says it is successful but then reboots the remote to update the acutal remote settings.  I begins the update then gives the following results:

Logitech Harmony Remote Software version: 7.2.1

Hardware version: Board 1.0.0 (0x01:0x49)

Firmware version: 4.9
