Harmony One changes TV channel weirdly on startup

Since we bought a new TV, when the Harmony One starts up the TV, the TV is initially on the channel it was set on when it was shut down. However, after a few seconds, the remote changes the channel to one with a much higher number, and one I have never tuned to. (This did not happen with our previous TV with which we have used the Harmony One for years).
I have tried increasing the power on delay but the same thing still happens. If I use the Device screen and power on the TV from there, it works properly and does not change the channel. So the problem only occurs on an Activity even though the power-on command is (presumably) the same as on the Device screen (which is OK).
So I am quite mystified by this. I can work around it by using the Device screen when I only want to watch TV, but that makes using the remote inconsistent, that is, I use an Activity for watching via the DVD recorder or the Apple TV, but to just watch TV I have to change screens. Although I don't have a problem with this, my wife does and I would like to resolve it.
Any advice appreciated.

What brand of TV did you buy? By change channel do you mean change Input?

We had a Samsung and the new one is an LG. By change channel I mean change channel (not input).
The crux of the dilemma is that powering on the TV from Devices works fine with no channel change. But when it is powered on from an Activity (presumably using the same IR command), the TV mysteriously changes channels after a few seconds.

Check and be sure the HDMI-CEC control is turned off for your TV, LG calls theirs Simplink

Simpliink was on so I turned it off, but unfortunately that made no difference.
I have found a definite pattern to this phenomenon, in that the channel changing is not random but behaves as follows:
If i shut down the TV on any DTV channel, it starts up on that channel, then switches to DTV201, which is an audio-only channel. If I leave it on that channel and turn it off, it starts up on DTV201 then switches to analog channel A8. Leave it on that channel and turn off. Then on the next startup it fires up on A8 and switches back to the DTV channel I originally shut down from. Tried a couple of sequences and it does go like this consistently:
DTV21 -> DTV201 -> A8 -> DTV21
DTV24 -> DTV201 -> A8 -> DTV24
It seems the remote is remembering the original channel because it always goes back to it on the third stage. But why has it picked those particular two other channels to switch to?
So, it makes no sense to me but at least it is consistent, so maybe it suggests something to you. It is a pity the Logitech software does not allow you to specify a channel for the TV to start up on as that may be an answer.

I am using the 7.7 software, but the screen headed "What input or channel does your LG TV need to be on?" shows only a list of inputs. There is no option to nominate the channel. Am I missing something here?
I thought I might tackle the problem by adding Favourites to make it easy to simply press a channel button on the remote to set the TV back to where it should be. However, the Favourites screen won't let me input anything into the Channel boxes, irrespective of whether the show channels checkbox is checked or not.
The universe is conspiring against me ...

I resolved the Favourites input glitch by restarting the Logitech software, but the other weird problem remains.

To get to the Select a Channel at startup, in the software, select your Activity, Select Settings, Select Review Settings for this Activity, select Yes but I want to add more control, select Save, select a couple of Nexts until you get to the Customs Actions screen, here you can select a channel number at startup

Thanks for that information. It does provide a solution, and I had to tweak the power on delay so that the starting channel command kicks in just after the switch to the wrong channel. So all is now well.
