I have a Panasonic TV that uses a Panasonic Sound bar and when the TV shuts off, it turns off the sound bar but the power toggle to the sound bar turns it back on again. I need to be able to stop the power off to the Sound Bar for my activities and anyway to do that. I still need the power on, just not the off.

In operation:-
For Harmony activities to work properly, all CEC linkages need to be turned off in the equipments' menus (Panasonic calls its own CEC spec. Viera-link), and original remotes should be not be used at all.
Setting up:-
As long as you don't have Harmony 200 or 300 you can use the better stand alone v.7.7.0 software. When adding activities, always to select 'No, I want to set up the activity manually'.
In device settings:-
The default setting for devices is 'turn off this device if it is not being used', so only if a new activity was started which did not include the soundbar would Harmony normally switch it Off. Since you only want to stop the power Off to the Sound Bar, you could just make sure that the Sound Bar is included in all your activities.
Unless you change the device setting to 'I want to leave this ...device... on all the time', it will confuse the Harmony if you use a command from within an activity, or a device, to send an individual Power command. This is because it would prevent Harmony from keeping count of the current on/off states.
