Problems with the harmony 200

I just bought a harmony 200. My setup is a Windows 7 PC, Logitech Z-5450 Speakers, and Insignia NS-42P650A11 TV. I use the TV just as a monitor and use the PC's tuners to watch TV. I set the remote up so it would not control the speakers (leave them on) because the speaker's Ir receiver has a very narrow range and I would not want it to get out of sync with TV's power. So I only have one device (the PC) in the remote setup. Then I made it learn the power toggle button from the TV original remote, as the power toggle for the PC. Problem 1: The Watch TV button turns the TV on about 50 percent of the times its pressed. I checked the batteries and there OK. I am aiming right at the TV's Ir receiver and I am not too far away from the TV. I have tried re-learning the power toggle code from the TV's remote but this did not help. Problem 2: Is there a way to add a action the the Watch TV button? I need the remote to in addition to powering off the tv, to also stop the PC to stop it from playing through the speakers while the TV is off.

I just found a way around problem 2. Still looking on a solution for problem 1, though. Anyone?

Try learning the power toggle command again, But make sure you only touch the button briefly and do not hold it down.

I should have updated this thread but after using the remote more, I find the problem can happen on any button on the remote. For instance, if i am using the up button, it will just stop working after I have pressed it a number of times. If I keep trying it will start working again. The problem is very random except the button will stop working for a number of times in a row and eventually start working again. I thought it could be the USB IR receiver connected to the HTPC but it sometimes happens with when it powers the TV off or on.  I know its not a defective remote because I took the orginal remote back and got a new Harmony 200 and still its having this problem.
