Remote trying to turn on devices before the TV has booted up

I have the Harmony 700, the Logitech PS3 control unit, and an Element 55" TV.
I have two issues, one is major, one is simply an annoyance that I currrently am working around with no issues. But both are probably somewhat related. Basically the cliff notes are, I need to know how to change the delay before the remote tries to select inputs...please read on...
The first major issue is this:
When I turn off all of the devices at the end of the night...if I turn it back on the next day with a different activity (for example, we were watching movies on the PS3 the night before, and start up the system with the TV activity the next day) it doesn't switch to the correct input. What I think is happening is the TV takes a bit to start up and the remote tries to change the input prior to the TV fully turning on and so it executes the commands for switching the input and by the time the TV starts up the remote thinks everything is ready to go.
- This TV changes sources by pulling up a menu using the source button, using the down/up key, then using the select (option 3)
- This TV stays on the input it was last on when you turn the TV back on
- This TV displays all inputs even if they aren't connected
The second issue, and it's somewhat related, is this:
If I switch between activities while the TV is on, it works fine. However, if I choose to "turn off devices not in use" on the Watch TV activity, and switch from the PS3 to the Watch TV, the PS3 doesn't turn off in time to switch the input. So for example: I am watching a movie on the PS3 and my wife wants to watch TV...she hits the Watch TV activity. The TV pauses to shut off the PS3 but the PS3 shut off menu takes too long to bring up so it brings up the source menu, then the PS3 menu comes up and shuts down effectively canceling the switch of inputs. If I leave the PS3 on, however (in other words, choosing to keep all devices on when using the Watch TV activity), it switches inputs just fine.
