Harmony Remotes

I'm turning on my Apple TV, TV, and receiver. After everything powers on, the remote doesn't control the apple TV. The volume works correctly. But I must hit devices and choose Media Center PC then it works. How can I set it so the remote will control the Apple TV and the volume still works the receiver.
