"Watch TV" Activity Fails to Turn on TV

Hi there-
I've owned a Harmony One for over a year now and have had this problem since day one. It's infuriating.
My simple setup:
TV: Sony KDL-46S4100
DVR: Cisco Explorer 8642HDC
Apple TV
XBOX 360
Playstation 3
*Using the Logitech IR extenders.
My TV typically takes 12 - 15 seconds to start up if its been off for a few hours.
When I click "Watch TV" it fails to turn on my Sony TV. I've tried adjusting the power on delay to 15000ms and changing the power on order so that the TV powers on before my DVR. No luck.
When I use the Remote on screen help it turns on the TV no problem. If I go to "Devices" and choose the PwrOn or PwrOff buttons, they both work. But I'm unable to get the "Watch TV" activity to work at all.
The same thing goes for changing inputs. If my TV is off and on a different input then what is needed to watch TV it will not catch the change input IR command. But if I change inputs manually once the TV is on it works fine.
Any help would be greatly appreciated.

Increase your power on delay to 20 seconds if the TV takes 15 you have to exceed that amount.

I ended up timing my TV with my iPhone's stopwatch and finding out that it actually took 20 seconds to boot up cold. So I set the power on delay on the remote to 22000ms and it seems to have corrected the problem.
