Tried that, left the batteries out from 1:29pm to 1:33pm and ran my fingers across the keys while I waited. I Still get the green "Play/Pause" text when I hit the F-lock botton, and it is still stuck on. Any other suggestions.

First I would like to thank you for choosing the Logitech keyboard as your desktop unit. From your post, I see that you had an issue with F-lock keys which is not functioning correctly.
May I know whether have you managed to source out any fixes to have it work properly again? Alternatively you may try resetting the receiver.
Please do let me know if the issue still persists so that I could offer further assistance if needed.

I just managed to unlock mine. I pressed the "connect" button on the receiver and then the red "connect" button on the keyboard and I noticed that when I do this the "f-lock" light flashed so I repeated the "connect" procedure but this time I help the F-lock key of the keyboard at the same time that I pressed connect.
All lights flashed kind of randomly but at the end the "f-lock" light stayed off and my keyboard returned to normal function.
p.s. the problem usually appears when i change the batteries (sometimes) and it sometimes it changes by using other batteries.
The just take them out and wait approach didn't help me.
