What do you mean by "special characters"?
What happens when you "@"?
Have you told Windows to use the right "location" for the keyboard?

What location do I need to use?
It shows " when I press the @-key which is correct for a normal QWERTY keyboard layout.
With special characters I mean for example the é character

While I'm a little unsure of your @ dilemma (shift-2 doesn't work, or are you using a non-US layout?), I do have a solution for special characters. They are called alt-codes, and can be found on the list here: http://tlt.its.psu.edu/suggestions/international/a
To enter them, you hold down the function (FN) and alt keys then enter the 4-digit number located under the special character you need on that webpage, then release fn and alt. The special character should appear.

That sounds like you are using a keyboard for one region with the layout set in Windows for somewhere else. TRy this:@
- Window control panel
- Region and language
- Keyboards and languages
- General
- Add
Then look for something that reflects where you are and what the keyboard might be. For example, I am in the UK, and my keyboard is UK specific, with a "£" sign at "Shift 3".
If you do a Google/Bing search for "keyboard layout", you should find a reference guide that will let you see which market your keyboard is designed for.

special characters is solved didn't know you had to press Fn+Alt instead of Alt like normally.
And now over to the @ key its the upper choice of the ' key so not above the 2 so guess I need to find what odd keyboard layout this is ....
edit : why is there nothing on the box or in the manual about how to setup your keyboard, seems pretty cruicial imho
Don't know where to start searching because my region normally has the 'correct' layout so @ above the 2
