I have the Logitech Keyboard for Android 3.0+. I have paired it with a Toshiba Thrive 10" 32GB WiFi running Android 3.2.1. I can type lower-case just fine. But if I try upper-case with either the Shift key or the Caps Lock key, I still get lower-case. I tried several different programs. All with the same results. The light for the Caps Lock key does go on and off.

Hello Will Pittenger,
The Tablet keyboard for Android 3.0 should be compatible with your Toshiba Thrive. If the capslock does not work although the indicator light works, try to disconnect and reconnect the keyboard. If you get the same results, try the keyboard on another tablet if its possible to isolate the problem. If same thing happens then the the keyboard is defective.
