does the tilt wheel function serve the same function on 3 button mice as the left & right buttons on 5 button mice do; i.e. forward/backward in a browser (yes i realize these are programmable, but by default, they're left/right)

By default, they do horizontal scrolling. You can program them to do forward/back via setting them to Keystroke: Alt+Right Arrow and Alt+Left Arrow.
