Can just driver update allow for side-scrol ling? (Win2k)

I work in an office where IT has us using a pretty locked down Windows 2000 system. We can't run any exe, com, bat files. Only way to launch a program is through this Novell application launcher.
I have a Logitech MX 600 and because I am unable to run any executables, I can't install the Setpoint software and driver. I can use the mouse and the wheel just fine, but I can't side scroll. As I do heavy spreadsheet work, side-scrolling is something I would love to get to work.
My question is: I can access the Mouse Settings and update the Mouse driver. If I update the Mouse driver to the XP driver in the MX600 software package, then will side scrolling function? Thanks!

To my knowledge, SetPoint is required to be installed for the side scrolling to function.
