Setpoint is using about 12mb of memory. I was just wondering if that is high or normal usage?

That is about right. I have Setpoint using 11MB to 15MB depending on how long my computer is on. If you are worried, you might have to upgrade your memory in your computer.

The process KHALMNPR.exe is also part of the setpoint package and a rough 20MB combined total sure is a lot for a mouse. It has just gotten common for companies to not optimise code these days so it's normal within its context.

I have a gig of memory but I don't want 20mb for a program that I don't use. I uninstalled it and it didn't change anything with my mouse. I mean, 20MB to to change the clicking or movement speed of a mouse? No thanks.

Depending on the mouse, you will need Setpoint because there is a tilt wheel, app/document switcher, and few other buttons on other mice.

You're absolutely right. I better reinstall it then.
