MX Revolution : Click-to-C lick "scrolls" between clicks

Hi all. I have an MX Revolution that is set to always stay in "Click-to-Click" mode for the scroll wheel. I was having issues with my first MX Revolution so Logitech replaced with a new one. With the new mouse, when I move the scroll wheel it actually scrolls between clicks instead of not scrolling till I complete the "click". This causes like 12 lines to be scrolled per "click" instead of the 3 I have specified. I'm 99.9% sure this didn't happen with my previous mouse. Is my new mouse defective or is there some setting I'm missing??

I have mine set up to stay in click-to-click unless I spin it really fast, and it does the same thing in click-to-click mode. I have had it for over a year and it seems to only have done this recently. The clicks on the wheel aren't as strong as they were when I first got it though, and the wheel has some play to it, so if your mouse is the same, it might just be shifting. Otherwise it might be the software, but that can't be fixed by the users.
