Seeing this same problem on Vista x64 SP1 with some, but not all, subsequent updates. Same story: uninstalled SetPoint 4.72 and was attempting to reinstall it.
odolu's solution (install the VC8 library separately) worked for me. I didn't have any trouble installing it.

I get error code 2381 when attempting to install "Microsoft Visual C++ 2005 Redistributable Package X64"
Updated Vista64, uninstalled Setpoint 4.7
Attempted to install Setpoint 4.8 but once again got the same VC8 library message.
Format C: Drive and installed Windows 7 Ultimate RC 64bit.
Last attempt at installing Setpoint 4.8, and again, dialog box popped up with the VC8 library message.
What a let down

I got a new hard drive the other day and put a fresh install of Vista x64 on it.
I get the same error. I cannot install setpoint on Vista x64 bit.
I also called Microsoft ---- Who told me point blank that installing VS 2005 redist package was not supported for my operating system.
Quote from Microsoft Tech Support : ''The software you are attempting to install that requires the VC8 Library (which is part of the "Microsoft Visual C++ 2005 Redistributable Package x64'' as well as other variations of the 2005 VS), cannot be installed on Vista x64 without major changes to the Operating System, which may or may not include removing the embedded 2008 VS Libraries (VC9)."
This isn't exactly what I want to do Logitech.
No offense, but it's been several months now I've had this issue. What the (*&& are you still using libraries from 5 years ago for? Update your (*&& so I can use your software.
What the hell is wrong with the MSVC++2008 package, and VC9 Libraries? Your techs not take the class?
Growing tired of this. A very ugly scar on my otherwise unblemished opinion of Logitech.

Installing the old version then updating through Setpoint worked for me on Vista64. There is no compatible link by one of the first couple posters to the V5 libraries.
So if you haven't tried it yet, use the link posted on the first page to the older version, install it, then do the Check for Updates in it after.

Still having this problem. None of the ''fixes'' are working. Microsoft has told me I've burned up all of my support and I'm not paying 150 an hour to sit on a phone with some guy to diagnose the issue.
I'm going to start looking at other brands if this isn't fixed soon. Poor product support is a sign of a sinking ship, and though I have been a faithful logitech customer for nearly 10 YEARS for all my peripherals, the prospect of using a microsoft, art lebedev, or other device is growing increasingly attractive.

And guess what? Same issues there as here--it's like chasing your tail around in circles. I thought we left these issues behind us back in the mid 90's with Windows 95(?)

You're a miracle worker! I have been looking for a way to install SetPoint for a week now. You were the only person that had a working solution. My SetPoint is installed and ready to go.
Sadly, Logitech doesn't care to respond to or assist their customers. A very bad recommendation for the company of otherwise great products.
