I have this exact problem. Complete fresh install of Windows Vista x64, and Logitech Software was one of the first things I installed after Windows Updates concluded.
I also cannot locate any setpoint older than version 4.70, so I am stuck with no setpoint until this is fixed.

Vista has built-in VC9 libraries aka Visual C++ 2008 Runtime Libraries. You need to install VC8 libraries aka Visual C++ 2005 Redistributable Package before installing SetPoint.
This worked for me

If Vista is using VC9 Libraries.. then why is setpoint for Vista using VC8 Libraries?
Secondly - If you install Vista Service Pack 1 (x64) out of the box, it will not let you install 2005 Redistributable package (as in my case). The package for 2005 redistributable says that it cannot be installed on my OS, though after a FOUR HOUR SESSION with microsoft technical support (PAID SUPPORT) I was able to modify enough of the registry, and .net framework settings to ALLOW for the 2005 redistributable package install.
This is incredibly displeasing. It would appear that Microsoft has sent you a message Logitech. Stop using this 4 year old Library, and use the newer version for vista.

Initially, I also could not get setpoint v4.72 to install, using Vista64 sp1 with all updates through 26 March 2009.
Whatfinally worked was to download v4.60 from softpedia.com:
after installing this version it automatically found the update to v4.72 and installed it...
