Harmony 650 IR Repeat Woes

I recently got a Logitech Harmony 650 and I am trying to pair it with my Mitsubishi LT-52149 LCD Television. It recognizes the device and pairs to it with no problem, but then the volume always goes up and down in increments of 5-7 notches instead of 1. I looked on the Internet and everywhere I went said I needed to lower the IR Repeat rate. After not being able to figure out how to do this on the web browser application, I downloaded the Logitech Software application. I was able to lower the IR Repeat rate there and set it to zero. After disconnecting the remote, the problem still persisted and the volume alway goes up in increments of 5-7 notches. It now only goes down in volume in increments of 1, but occasionally will go down in voulme of 5-7 notches. Has anyone else encountered this, or know of a solution?

If this is not happening on the original remote, you can try to learn the commands from the original remote.
