I am an installer for Future Shop and I am having issues with some of the TVs and HTIBs.  For example I tried to program a harmony 700 to a Toshiba 32E120U and the TV takes 16 seconds to turn on before it accepts input changes.  When I try to program the harmony for a delay that long it doesn't seem to want to take it.  I know the software says it is between zero and 3000ms for most TVs but not in the cases of some of the less expensive ones.  Any suggestions on how to get a delay that long.  I have set the order for power to do the TV, Soundbar, source (eg Telus PVR) but that still isn't long enough.

Hi CashHieland, 

Press and hold the help button on your harmony 700, it will enter the delay fixing mode.

select the device then Change delay, then select Power On Delay and change it to 16 seconds. 

Inter Device Delay can only be change up to 2 secs or 2000ms.
