Using Harmony One Remote.
I have Microsoft USB IR Dongle, and Logitech K400 Keyboard.
Do I need to add both Microsoft MCE Computer and the Logitech Keyboard as devices?

You should add the MCE device. But don't bother trying to add the keyboard. Since it's RF only (not IR), harmony isn't compatible with it.
If you have an android or iOS device, I highly recommend using the Mobile Mouse app instead of harmony and a wireless keyboard/mouse. It works much better and is much cheaper than using your remote, dongle and wireless keyboard/mouse. I've tried many MCE IR dongles and wireless keyboards/mice, and they all pale in comparison to Mobile Mouse. (I don't work for them or benefit in any way, but am a huge fan and think it's one of the best apps I've ever used).

I second that. I use it with my Laptop connected to my TV
