Here is the problem.  I can download the software, Harmony Remote Software 7.70 ok.  It isn't easy; only Firefox will successfully download, and it was the third of the browsers I tried.  Still I got it.  I have it installed on 2 computers, a laptop and a desktop, both running Windows 7 64-bit.   The Harmony installer is up on the screen, the remote is connected by a USB cable, and my computer appears to "see" the remote.  The batteries in the remote are live.

So, with the Harmony Remote Software installer up, the remote connected, I even press a button on the remote to wake it up - but it is already awake - I start the install process.  Nothing happens.  I get the message "This may take a few minutes... "  I've been patient; it has been 25 minutes now on the desktop computer after 15 minutes on the laptop.  And this is my second Harmony 200.  I returned one already to Radio Shack and am on my second one.

OK, to try to answer my own question.  The install program from Logitech fails on my computers.  Following advice from other posters here, I found that the install program from MyHarmony does install the unit.  However, big however, downloading it can be mighty discouraging.  On my computers, the install site will not respond at all to either IE9 or Google Chrome.  It only responds to Mozilla Firefox, and not reliably.  The first 10 efforts at downloading with Firefox the install program hung up with 5 seconds to go.  Only after downloading the latest Firefox and the very latest Microsoft Silverlight did I get a complete download and install.  From start to finish, this required 3 and 1/2 hours of labor, plus a trip to Radio Shack to exchange the first unit for a second one. I now have a working tv remote.

I don't get it.  I've used plenty of Logitech peripherals on my computers in the past and they are all easy plug and play devices.  This is the first time I've had to check in on user boards, try three different browsers, get fresh editions of 2 of them (Firefox and IE), return a peripheral to the store, and find that downloading and installing required all the ingenuity at my disposal, and a lot more patience than the average user is going to have.  Logitech has given poor thought to the details of downloading and installation, and I'd be awfully wary of buying another logitech branded peripheral after this experience.
