I've been using Harmony products since the pre-Logitech days, and I've never seen this happen... When I attempt to launch the software (7.7), I'm getting:
We are sorry
Many people like you are excited to setup their new remotes, so we're experiencing a high volume of traffic. Please try again later.
Thank you for your patience.
Really? On a Wednesday morning? Or is the service just offline for some other reason, and this is a generic message the software displays whenever it is unable to "phone home"?
Hoping it comes back up soon!

Just called the helpdesk here in The Netherlands. They don't know when it will be online again. Sound like they have no clue why. This happened around new year 2010-2011 as well. I guess they didn't learn from that experience.

Try the following steps posted by peauxrouge

SO, what you will want to try even before uninstalling, is after you close the software, open your task manager, go to the "processes" tab, and then find harmonyremote.exe process (and any other logitech process), highlight it, and click end task. Then try and open it again. I get the impression that even though you all are closing the program and reoping it by traditional means, the logitech software has a glitch that isn't allowing it to fully close and thus you all are seeing the same error over and over that never really went away.

One more for this. It's 7:18 on a Wed. night.
I got this thing for Christmas and still haven't been able to program it. I'm sure it's nice but I'm getting pretty **bleep** fed up.
Seriously Logitech, this isn't exactly a heavy thing.

Same issue here, 8PM PST and its been happening all evening to me. I've manually stopped the process as suggested above but it hasn't helped. I'm going ot take a break and try again later.

I ended up using myharmony.com.
It doesn't have quite as many options, but you can at least set up the Activities.
