Upon selection of the Verizon MiFi... it asks for a password. I enter it. After "Connect to the Internet'" it says "Connecting to Verizon ...," and the little icon goes round and round for hours.

The steps I post is what you do BEFORE pressing connect.
So you will NOT enter the password yet. Go down from password and highlight DHCP and press ok to expand the window to give more options.
Follow the steps I posted then go to the password section and enter your password and select connect.

Router: Apple AirPort Extreme (1st generation)
Firmware: 7.6
Problem: Connection/settings fine prior to update. After I downloaded update, I could not get passed step 4
Solution: Removed spaces from my wireless network name, unhid my network, dropped down to 2.4 only
Thanks to everyone's input, I finally made it past step 4 and I am now connected. Anyone that is using an Apple router and having problems, using AirPort Utility:
1. Make sure there are no spaces or special characters in your network name (network name > networkname)
2. Check to see if your network is "closed" (goto Airport>Wireless>Wireless Network Options>Create a closed network (uncheck this)
3. Try broadcasting in 2.4 (goto Airport>Wireless>Radio Mode>drop down to 802.1n only (2.4GHz)

NOTE
* I did all three of the above changes around the same time...so I'm not sure what actually fixed it
* Initially, just changing my network name to have no spaces in it did NOT work. That is when I unhid my SSID and dropped down to 2.4GHz only. However, once connected and setup, I changed broadcast settings back to 2.4GHz/5GHz simultaneous and all is good.

Okay, there must be some miscommunication here with respect to the steps detailed to setup a static IP. Does that refer only before doing a full factory reset? I ask because after I have done a full factory reset I remain stuck on step 5. There appears to be no possibility of doing so and no IP Settings or DHCP to highlight. I took screenshots to illustrate. See the link below:

I am not seeing "Security, Signal Strength and IP Settings." My screen shows, "Step 4 of 12," "Explain Step'" "Connect to the Internet," "Select a wireless network,"
"Verizon MiFi2200 A319 Secure"
"other..."
and the back and next buttons.

These two posts can be found earlier in this thread. At no time have I bee given the option to select anything other the above words.

HI,
After upgrading to 3.1 i am not able to conect to WIFI and when i going and selecting satitc and providing all the required data i am only left with cancel option, is there any way to downgrade back to 2.1, i am very happy with 2.1
please tell me how can i go back to 2.1.

When setting up a static IP if you only have the cancel option, it means that you entered something wrong. Like not filling in a feild (the gray numbers that are there by default are not actually entered, you have to type over them yourself, they are sugestions.)
You may have accidentally entered another dot after the last number in an IP. Either way if connect is grayed out you missed a field or entered something that makes no sense. If you can't figure it out on your own contact support and they'll walk you through it and get you online.

Only difference in my setup is the Airport is 5th Gen. I can't make mine work, and there's some ambiguity about which setting you chose. Could you please help?
When selecting the Radio Mode dropdown in Airport Utility, you normally only see 3 options, however if you hold the option key, you see many more:

Not sure why this should really be necessary at all. None of the other 10 wireless devices have any issues, and even the Revue worked before the update. Sloppy...
