First, I would like to say, I have searched, but not found this issue described in the same way. I've found people with issues close, but not the exact same way.
Ok, I have been trying to get my Revue to work with my Harmony One and keep running into this snag. I have 2 configurations for watching TV. One is for regular TV with my STB, the other is for just my Revue only so I can use it to watch my videos off my media server, a task in which I don't want or need my STB to be on for.
What I have found is when I turn on my system for just the Revue to run, it will not operate with my Harmony for about a minute and a half. I get absolutely no response during that time. When I send the signal from the remote, I do see the left LED slightly flicker, which tells me it is seeing some kind of signal, but no indications from the right LED. I've also tried it with the remote literally 1/2 inch away from the Revue and even tried the Tube/paper trick to rule out IR interference. It simply does not respond to any command from the remote.
Now, after the minute and half has past, everything works. I have no trouble using the remote to launch applications, or browse through my movies, etc. Although, it does show a slight delay (milliseconds) with the commands.
Has anyone else observed similar issues?

Do you mean, it takes Revue a minute to boot? Or is your Revue always on?

Do you have your entertainment system configured to turn off/on your Logitech Revue? While it is not possible from the Revue itself, I know quite a few people who use it with a controllable outlet on an AV component or smart power strip. If this is the case, I would guess that the Harmony IR software component is taking that long to load and be ready.
If it is always on then that's another story. Especially, if you already use the paper towell tube to block any possible outside interference between the Harmony and the Revue. The only thing I can think of is that something is interfering with the interrupts for the Harmony software during that time.
One test you can try is to set the Revue to Live TV then remove the Network Cable (or disable wireless), HDMI output and input cables. Power off your AV system then initiate the power on sequence (I assume you're using a Harmony Activity). Then check to see if you can control the Revue via IR sooner than you usually expect. You can still see the right LED acknowledgement and it will still control your set-top box via IR. If that works then try a process of elimination between the three cables to differenciate which one of them was causing the delay.
I personally suspect that it could be HDMI-CEC commands travelling down one of the HDMI to be the culprit. All you can do if that's the case is disable HDMI-CEC on any and all devices until you find the offending device then log a trouble ticket with Logitech Support so their development staff can resolve the problem in a future patch.
Otherwise the only other thing you can do is to pick up an IR widget and IR scope software to identify if the Harmony Remote is in fact sending out the correct signals during this time period.

Well, to answer the question both asked. Yes, the device stays on all the time. I have set it up that it does not have a power button per the instruction on Logitech website. http://logitech-en-amr.custhelp.com/app/answers/de
And I also figured out a little more. It seems it is not a minute and a half from the time I turn on my AV center, but it is a minute and a half from the time I send the first command from the remote after a power on. What I mean is if I power on my entertainment center and go take my dog for a walk, when I come back, the remote will not work. And after a minute and a half after that point, it starts working again.
Something else I noticed which seems odd. Even though I don't have my STB set up in the activity, when I turn on the activity for the Revue, my STB's display flashes on twice. Almost seems like the Revue is sending the "turn on" commands to STB.
In adition to the suggested tests, I'm going to try and create an activity that doesn't include the Revue, but just turns on the TV and AVR to the right inputs. Then see if the device still accepts commands sooner.

What you are talking about could be many things, including hdmi handshake problems, faulty cables, or faulty Revue, or faulty stb.
You most likely want to contact Logitech for troubleshooting.

This might be a Harmony One programming issue. Suggest you also try the Harmony One thread at the AVS Forum.

Hello Hotpocketdeath,
Sometimes the Revue gets interference from TVs and such.
Have you tried turning the Revue box about 90 degrees and see if that has helped?

Ok, looks like I found the problem.
It appears to be an issue with my AVR. Any time the link between the Revue and my AVR changes, I lose the remote control. But when I plug my HDMI cord directly into the TV, I have no problems with the remote working immediately. I'm think I might need to get a new AVR.
I'm hoping the new 3.1 update might have a fix (fingers crossed). If it doesn't, I doubt I will see an update from Logitech that does fix the problem any time soon.
And for those that are curious, my AVR is an Onkyo TX-SR605

Have you tried to disable HDMI-CEC as listed on page 84 of the Onkyo TX-SR605 receiever's manual http://www.onkyochina.com/files.download/tx-sr605_

Unfortunately, it is already disabled.
I'm probably going to pick up another Receiver to try out. If it doesn't work, I can always return it.
