Something is wrong with your laptop. There have been a number of posts regarding Toshiba laptops and these speakers. I would look at Toshiba's implementation of USB.

i just recieved my v20 speaker and figured out the same problems as you here, the speakers worked fine for about some minutes and then stopped.
after trying some things out, i have found workaround to get these buggers working on windows, you even have a better sound quality with that.
for mp3 playback i use winamp.
first download asio audio drivers http://www.asio4all.com/ and install them, and start up the config window. your logitech usb speaker is shown there, just use the default settigs.
then download asio output dll for winamp http://www.aqvox.de/download/out_asio(dll).dll and copy these into the winamp plugin directory.
start winamp and press ctrl+p, goto output and select the asio dll, press configure and set the sample rate to 44.1khz.
close the config, load an mp3 and - woop there is sound in nice quality!
hope that helps! speakers are nice.. seems its a problem with the microsoft wdm drivers..

the fix is not avaiable in the windows update, so you need to install it yourself.

I am using a macbook pro and os 10.4.11.
Did someone find a way to make those speakers work correctly.
I have bought them because they was supposed to be working on macs, and it appears that they are not, even after a lot of bugs reported.
I have selected the device in the pref panel->sound.
I have tried to set up the audio and midi tool, but no results.
They have worked once , the day i received them, then i shot the computer down and the next day when i plugged them in they didn't worked anymore.
Please help.
