I have yet to see this wheel turn 240 degrees

it turns 90 left or right and locks up

No game i have played lets it turn more than that, and there is no options in the gaming controller properties to set it up

Whats the deal with that?

Mine turns about 240 degrees (120 degrees to each side of center). Are you sure you are not confusing this with the Driving Force Pro that turns 900 degrees?
