Scrambled and Not? Huh?

I tried searching the forums for existing topics on the same issue but couldn't find anything.

 

I'm running a C510 on a Windows XP system.  I can see myself by way of webcam on the quick capture program in Logitech's webcam software.

 

But for some reason when I check my video quality on Skype the image is mostly black with scrambled picture in the corner.  To make matters weirder, I did a call today where a friend could see me just fine but the receiving video was all scrambled.  If that doesn't make matters more confusing, Skype tells me sending video is medium quality but receiving video is great quality.  :smileyindifferent:  Huh?

 

Someone help me out here.  I'm not sure if this is a webcam, skype, or video card issue.  I'm running on an ATI Radeon 9800 graphics card.  Not sure if that helps.  All drivers are up to date.  Please help.
