I just bought a C910 Webcam, but can't use it.
I'm using windows 7 64 bit.

Does this issue occur when the camera is installed in UVC Mode?

UVC sometimes works fine. But sometimes the video becomes flickery.

My motherboard is ASUS P6X58D Premium, should be providing enough current.

I think I found the problem.
It has nothing to do with the webcam, it's caused by my RAM. the RAM is unstable at 1554MHz even though it's branded as a 1600MHz module.
When I downclock the RAM to 1440MHz, the webcam installed perfectly.
It's the last thing you would have expected, so if next time someone finds their peripherals not working, make sure to change some settings on clock speed! CPU & RAM alike.
