Horizontal lines on Logitech C615

I recently got a Logitech C615 and it seems to work fine for my desktop. However, when I use it for my laptop there are horizontal scan-like lines on the left side of the picture.
I've tried uninstalling and reinstalling the Logitech software/drivers. I've also tried messing with the settings of the webcam. Also, I've tried using just Windows drivers. My graphics drivers were also updated. None of these have seemed to work to fix the lines.
I can attach a picture when I get the time to take one and show what I mean exactly if you do not understand. I'd like a suggestion to fix this.

Since the C615 works as expected on the desktop, this indicates that the issue is isolated to the laptop. Does it happen when plugged into an outlet and while on battery power? Do you see this when the resolution is changed? You could try adjusting the image. http://logitech-en-amr.custhelp.com/app/answers/de

I have tried all that you have mentioned. Here are two pictures showing the difference.
You can't see it as clearly in a picture as you can in video, but there are horizontal lines all through the picture.
