How to set up a webcam on my website? (Windows 7)

I have a Logitech Quickcam Pro 9000 on a Windows 7 system.  Everything has worked great so far, but now I want to put the webcam output up on a webpage.  Just a static picture that will update every 30 seconds or so.  I found lots of info on the internet but nothing that useful.  I think I'll have to get some software (hopeful free versions) and include some metafile statements on my webpage.  Anyone found a good place for a newbie to get started?
