Thank you so very much - the issue is resolved for me now!
Per your advice and steps, I checked the registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\ and looked at the entries:
{4D36E96C-E325-11CE-BFC1-08002BE10318}
(Default) --- REG_SZ --- Sound, video and game controllers
UpperFilters --- REG_MULTI_SZ --- ksthunk
{6BDD1FC6-810F-11D0-BEC7-08002BE2092F}
(Default) --- REG_SZ --- Imaging devices
UpperFilters --- REG_MULTI_SZ --- ksthunk <- this entry and its value were missing
So I added the missing entry and value to the 6BDD1FC6-810F-11D0-BEC7-08002BE2092F key, restarted my computer (just to make sure the settings were applied), and now the web cam works great. I even added my TV tuner card back, and the web cam works without any issues.

I have the same problem,
Please tell me how to add the missing entry and values to "regedit"
{4D36E96C-E325-11CE-BFC1-08002BE10318}

1) What is the 860-xxxxxx (or 8xxxxx) series number from the camera's identification tag (FAQ #3427), or preferably... the USB\VID ID?
2) What Operating System (OS) and Service Pack (SP) version is installed?
