Logitech Webcam 300 problem with the screen

I have the Logitech Webcam 300, and I've been having problem with the screen. I keep getting flickering fuzz in my webcam screen like this:

And it's not just when I'm video chatting with someone, it's like that even when I'm not doing anything with the webcam.

 

This is how my settings look:

Does Anti Flicker have something to do with it? because I tried switching settings on and off several times, but no change.

 

And yes, I've tried re installing into the computer more than one time. I even returned the webcam for another one and it's still like this. Is it a problem with my computer?
