QC Chat repeatedly detected (found new hardware) at reboot, waiting for connection , never finds it.

I had an old WinXP SP2 build with a couple years of stuff on it and had the same problem I am about to describe but chose to ignore the problem with my work around. As I just did a clean install of WinXP SP3 with nothing on it and have the same problem. I know I have the latest drivers I do not understand how to fix this issue. All windows and ie MS updates are up to date.
I installed the Logitech Quick Cam Chat onto SP3 using the latest Version 11.5 drivers from the site and chose typical install. At the screen called waiting for connection I plugged in the WebCam and windows did it's "found new hardware thing" and waiting for connection sat for 5 minutes. Upon reboot I get a new hardware found each time and I can simply click next, next, next through the whole thing and it re-finds my webcam....Very annoying. The other option is to tell it not to install this hardware and not to ask me again, that makes it go away at startup, however the webcam does not work (this was my old workaround and the one I'm using again now)...when I want to use the webcam I unplug it and plug it back in and it works fine (this is no fun as I only have rear USB ports).
I just uninstalled, rebooted and then reinstalled the drivers again and same thing (this time I used a different USB port) ....sitting on waiting for connection forever...did not click off of setup at all. Please help !

What is the 8xxxxx (or 860-xxxxxx) series number from the camera tag (FAQ #3427), or preferably...the USB\VID ID?
