QuickCam Pro 9000 - Vista - Video: ONLY 15 frames per second not 30 ???!!!

I have a problem in vista with the pro 9000: when I record any videos the performance is not good!!!
When I am moving in front of the camera everything is very slow, also when I turn of the right light component.
After recording it shows in the explorer of vista that the video has only 15 frames per second and not 30 frames!!!
WHY??? Can I change this and how???
[ my computers CPU and memory is okay - I have enough performance available! ]
CPU 4000+, memory 2 GB, graphic/video card 256 MB
