QuickCam Pro 9000 - Vista - Video: ONLY 15 frames per second not 30 ???!!!

I have a problem in vista with the pro 9000: when I record any videos the performance is not good!!!

When I am moving in front of the camera everything is very slow, also when I turn of the right light component.

After recording it shows in the explorer of vista that the video has only 15 frames per second and not 30 frames!!!

WHY??? Can I change this and how???

 

[ my computers CPU and memory is okay - I have enough performance available! ]

CPU 4000+, memory 2 GB, graphic/video card 256 MB

2) Manual adjustment of the Camera Settings is possible.
3) In QuickCam, Exposure = Shutter Speed. In order to get 30 FPS, you need to set the "Shutter Speed" to at least 1/30 sec. (Exposure). The current adjustable range is 1/1000 to 1/5 second. For earlier versions of QuickCam, the adjustable range is 1/10,000 to 1/10 second.
4) In QuickCam, Gain = Aperture.

where can I find these settings (exposure)??? I use the german version of quickcam...
is it in the video window or the "more settings" menu?
