WebCam For Use Inside Vehicle Under Day & Night Conditions

I seek a webcam, already on the market or to be developed, for use inside a taxi cab that will provide good color visual images of at least 10 framesper second under both daytime and nighttime conditions. Currently have a QuickCam® Pro 9000 in use, but under nighttime conditions it requires additional lighting, which can interfere with the cab driver safely seeing out the windshield. We have used red lighting effectively, but frame rate drops to 5 fps.
