"Nothing to download" message

Hi, all!
On an HP notebook with Win XP Pro SP2 with USB 2.0 after some writing and docking the io2 pen I constantly get "Nothing to download" message, or other way around, "Start Download Now" is always inactive (grey).
1) The strange thing is that "Pen Settings" dialog seems talking with the pen, recognizing its name, and correctly claiming that, for instance, 96% memory is free, 42 KB used, so there is something to download!
2) The pen works OK, as on another DELL notebook with also Win XP Pro SP2 with USB 1.1 downloading works perfectly.
Is it a kind of USB driver problem (note: both machines run SP2, so Fix 822603 is not applicable here)?
